Coordinated Funding Request

Thank you to everyone who participated in the New Orleans Early Education Network (NOEEN) Early Childhood Coordinated Funding Request process this year.  Based on applications, quality and demand data, and site visits for new programs, the Coordinated Funding Request Evaluation Committee has determined proposed recommendations for LA4, NSECD, and Preschool Expansion Grant seat allocations for the 2017-18 school year.

These recommendations, along with additional information and resources for the Coordinated Funding Request can be found below.

Each program applicant, or any member of the public may provide public comment on the attached recommendations by submitting written feedback to: publiccomments@agenaforchildren.org.   These recommendations were approved by the NOEEN Steering Committee on Tuesday, November 29th during the NOEEN Steering Committee at 11:30 am at the Agenda for Children Office, 8300 Earhart Blvd, 2nd Floor.  Written public comments were be made available to NOEEN Steering Committee members, and applicant providers or members of the public were welcome to attend the meeting and provide verbal public comment at that time.  The recommendations were submitted to the Louisiana Department of Education on December 1, 2016. 

The Louisiana Department of Education will review the NOEEN recommendations, along with those of every other Lead Agency in the state. The Department's recommendations will then be submitted to the Board of Secondary and Elementary Education (BESE) for its review and approval at the January 17th BESE meeting. A formal announcement regarding final allocations will be made after the January 17th BESE meeting.

Louisiana Department of Education (LDE) Review and Complaint Process

Any publicly-funded program may request that the LDE review an enrollment decision or funding request of its Lead Agency. Programs must email the request to earlychildhood@la.gov no later than 30 calendar days after the due date for funding requests (requests for review must be received by January 1, 2017). Any program or individual may submit a written complaint to the LDE regarding the action or inaction of the Lead Agency in its Community Network. Complaints must be submitted to earlychildhood@la.gov within 30 calendar days of the action or inaction of the Lead Agency upon with the complaint is based (complaints must be received by January 1, 2017).

Additional Information about the Coordinated Funding Request Process

In December 2016, each early childhood care and education network in the state, including NOEEN, will submit Coordinated Funding Requests to the Louisiana Department of Education (LDE) detailing recommendations for seat allocations to specific operators for LA 4, NSECD, and Preschool Expansion Grant (PEG) for the 2017-18 school year. The goal of NOEEN’s Coordinated Funding Request is to ensure that the limited number of publicly-funded early childhood seats are allocated to those programs that:

  • Are high quality
  • Are in high demand by parents; and
  • Meet families’ needs

On September 27th, the NOEEN Steering Committee approved NOEEN’s Coordinated Funding Request process and timeline. As part of this approved process, all applicants wishing to serve four-year-old children through the NSECD, PEG or LA 4 early childhood programs for the 2017-18 school year were required to complete and submit this application by October 28, 2016. Selected operators may also receive a site visit in early November.
