LA4 and NSECD Coordinated Funding Request Process
NOEEN City Seats Special Coordinated Funding Request Process
Early childhood programs must participate in a coordinated process in order to request to receive public funds. This is called the Coordinated Funding Request process (CFR). The CFR ensures that limited public dollars for early childhood are distributed in an equitable, transparent process open to all qualifying schools and centers. The CFR processes also ensure that public funds are distributed to schools and centers consistently meeting proficient performance standards, and which are meeting families’ needs.
The NOEEN City Seats CFR is the process by which all Orleans Parish Type III early learning centers may apply to operate the locally-funded City Seats Program, a holistic program open only to consistently high-performing centers with a track record of success. City Seats offers high-quality education and wraparound supports to children ages birth to two years old. If you are applying to maintain or begin receipt of City Seats funding, you must participate in the CFR.
The application for 2021-2022 City Seats will be available in early 2021. Approved requests for the 2021-2022 City Seats Program will be awarded in Spring 2021 and filled in the closest corresponding enrollment process administered by NOLA-PS.
Who should submit a City Seats CFR application?
- Qualifying centers who currently serve City Seats, and would like to continue to serve this program in the 2021-2022 school year.
- Qualifying centers who do not currently receive City Seats funding, and would like to apply to serve this program in the 2021-2022 school year.
Early Learning Centers interested in applying for the City Seats program must meet the following requirements:
- A licensed Type III center with an overall Performance Profile rating of Proficient or above.
- Utilizing a Tier 1 Curricula.
- Willing & able to serve children ages 6 weeks through 2 years old.
- Willing & able to allow teachers to receive coaching and other development opportunities as required.
- Able to produce a demonstrated record of good faith participation in NOEEN network activities.
- Willing & able to comply with any and all requirements as detailed in the application and like agreements.

LA4 Special Considerations Process
Should additional availability remain in the Orleans Parish allocation of publicly-funded seats subsequent to and outside of the Fall 2020 Coordinated Funding Request process, NOEEN will conduct an open, transparent ‘Special Considerations’ process by which any eligible school and/or childcare facility may request to be considered for remaining LA4 or NSECD seats.
Details regarding the Special Considerations timeline and process will be made available in Winter / Spring 2021.
CFR 2021-2022 Recommendations
Formal recommendations for allocation of publicly-funded seats in the coming, 2021-2022 year will be posted in January 2021. Additional detail regarding the criteria considered in making CFR recommendations may be found below.
PK4 recommendations are subject to approval by three governing bodies prior to initiation of services for enrolled children in the 2021-2022 school year: the New Orleans Early Education Network (NOEEN) Steering Committee, the Louisiana Department of Education, and the Board of Elementary and Secondary Education.
